ABSTRACT OF PROBLEM

During preparation and termination of CRUISE processing, any ECB
usage percentage change has no effect.
COMMENTS ON PROBLEM
___________________
Within CRUISE processing it's possible to change ECB usage per-
centage to react on sudden system resource lacks or if the
system got some available resources it's possible to raise the
ECB usage percentage.
This can be done with the entry ZFCRU ECB-nn. The change is
recognized within the chain chaser (FACE processing) and takes
effect.
But if the processing is within the preparation (RESTORE) proc-
essing or the termination (PACK) processing any ECB percentage
change has no effect, because it's not checked.
On any system resource shortage during preparation or termi-
nation there is no chance to change ECB usage percentage.
SOLUTION
________
Within preparation processing of RESTORE and termination proc-
essing of PACK a possible ECB usage percentage change is checked
and takes immediate effect.
