COMMENTS ON PROBLEM

When the CE3DBCR field of the ECB is set with CE3_NO_DEBUG, this
indicates that the debugger should not debug the ECB.
 

SOLUTION
________
In CUDU, the base register that was used incorrectly was changed
to the correct base register at label CUDU_RESET.  Base register
10 was changed to base register 5.
