Provide fixes for TPF/MQSeries channel problems
COMMENTS ON PROBLEM

With the Turbo MQ support(PJ27023), several TPF/MQSeries prob-
lems have been uncovered. The problems are:
o When TPF cycles up to Norm state, a receiver channel may
stay active and no remote sender channel can connect to the
receiver channel because the receiver channel had never been
shut down when TPF cycled down to 1052 state.
o CTL-10 dumps taken out of CMQR during cycle down.
o ZMQSC START CHL-ALL may not respond with a message to the
console.
o When starting a sender channel, if the transmission queue
associated with the sender channel is not defined, no appro-
priate error message will be sent to the operator console.
Instead, MQSC0315I START SENDER CHANNEL SUCCESSFUL will be
seen.
SOLUTION
________
CMQS has been updated to fix all the problems.
o Upon cycling TPF up to Norm state, at start of the local
queue manager, TPF/MQSeries will reset each channel status
to stopped. This will allow remote sender channels to
connect to TPF receiver channels.
o When the local queue manager stops, a receiver channel will
exit. This will avoid CTL-10 dumps.
o A new message, MQSC0230I will be seen in response to ZMQSC
START CHL-ALL.
o When starting a sender channel, if its transmission queue is
not defined, MQSC0338E is sent to the console.
