An exiting child process wakes a blocked parent process.


COMMENTS ON PROBLEM
___________________
If  a  parent process is waiting or sleeping at the time a child
process exits, CCEB will  post  an  event  to  wake  the  parent
process,  even  if  the parent process is masked against SIGCHLD
signals.


SOLUTION
________
There is a check to see if a parent is masked and  if  so,  then
the  parent  is  not signaled to wake up (the POSTC macro is not
processed).
