ATC0281 Call ASC2 on Cycle to HALT state as well

1. PROBLEM DESCRIPTION:

CVSN should call ASC2 on cycle to HALT.

2. STATEMENT OF REQUIREMENT:

CVSN should call ASC2 on cycle to HALT.

3. SOLUTION CONSIDERATIONS:

Air New Zealand sends a message similar to DXC2004I SYS 2 08.49.36 ALCS in SS-'NORM' state with the name of the job/STC in it so Netview can distinguish between test systems. as follows: DXC3004L SYS 2 08.49.36 CARAACB2 IN NORM STATE. It would be better if the job name could be put in the DXC2004 message.
