 | Localization should be done at the closest possible point to the user. In so doing, it is important that the program retain enough context to supply enough information to do that localization properly. There are three areas where programs typically fail to to a proper job:

Not having sufficiently fine-grained locale names;

Not transmitting the currency code with the currency amount

Not transmitting the desired timezone identification.
